FY 2009 Committee Report on AR5 Issues from
Industrial Sector’s Point of View

The captioned research committee held three meetings chaired by Mr. Hisashi ISHITANI.

In setting mid-term target to reduce greenhouse gas emissions by 2020, many countries refer to the Fourth Assessment Report (AR4) published in 2007 by the Intergovernmental Panel on Climate Change (IPCC). In preparation for the Fifth Assessment Report (AR5) to be slated for 2013-14, it is integral to reflect industry input in the report and the IPCC places importance to outreach activities for business sectors as well. As the national secretariat for the Working Group III of the IPCC, we have organized fora for relevant academics, experts and representatives from major industry sectors to exchange their views to delve into AR5 issues and examine as to how to address them in an attempt to reflect a wide range of industry expertise.

Thus we conducted in this committee a series of discussions about Japan’s response and views and needs on the part of industry, while gathering information of the status and development of AR5 preparation.

♦Overview of the IPCC and Assessment Reports

The IPCC was established in 1988 by the World Meteorological Organization (WMO) and United Nations Envrionmental Programme (UNEP) to assess the latest scientific, technological and socio-economic findings of anthropogenic climate change impacts and to provide advice and counsel to governments.
It has produced four reports so far, each of which provided various scientific findings for international processes such as the United Nations Framework Convention on Climate Change (UNFCCC) and for policy makers as most authoritative scientific basis.  IPCC has three Working Groups and a Task Force on greenhouse gas inventories.

♦Status for AR5 preparation

IPCC decided at its 28th plenary session to produce the Fifth Assessment Report. The timeline for respective working group reports and synthesis report was set to be completed in around 2013-2014. Later in October 2009, the detail was determined at the 31st plenary session.
Features of the WG III Report
  • To identify future direction of climate mitigation measures both by bottom-up approach based on sector-specific assessments of technology potentials and top-down approach based on scenario analyses.
  • To conduct assessment on policy measures for international/regional/national cooperation and financial assistance, focusing on assessing scientific researches to provide information of international frameworks and mitigation measures.

♦Industrial views and needs to address future IPCC activities and AR5

Given the circumstances, participants exchanged positive ideas from broad viewpoints about such topics as the outline of AR5, nomination for AR5 authors, support and cooperation for authors, enhanced outward communication in preparing research papers and reports, and information sharing with industry and so on.
