(1) International Trend Research over Climate Change Issues

a) Information provision of international trend over climate change issues
GISPRI provided reporting services of ongoing negotiation under the United Nations Framework Convention on Climate Change (UNFCCC) and the Intergovernmental Panel on Climate Change (IPCC) based on the bulletin from The International Institute for Sustainable Development (IISD).
UNFCCC-related information that we covered in 2009 includes: the seventh session of the Ad Hoc Working Group on Long Term Cooperative Action under the Convention (AWG-LCA 7) and Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP 9) held in Bangkok, Thailand, from September 28 to October 9; AWG-LCA 7.2 and AWG-KP 9.2 on November 2-6 in Barcelona, Spain; the fifteenth session of the Conference of the Parties under the Convention (COP 15) and the fifth Meeting of the Parties to the Kyoto Protocol (COP/MOP 5) on December 7-13 in Copenhagen, Denmark.
IPCC-related information we provided includes a report of the thirty-first session of the Panel (IPCC-31) on October 26-29, 2009 in Bali, Indonesia.
In addition to information services, GISPRI sent a series of missions including Japan’s leading experts and our in-house researchers to the following meetings besides those mentioned above in order to investigate the international trend regarding climate change: the Fifth International Symposium on Non-CO2 Greenhouse Gases (NCGG-5) on June 30 - July 3, 2009 in Wageningen, the Netherlands; AR5 Scoping Meeting on July 13 -17, 2009 in Venice, Italy, 2nd Lead Author's Meeting for the Special Report on Renewable Energy Sources and Climate Change Mitigation (SRREN) on Sep 1 - 4, 2009 in Oslo, Norway; IPCC WG III Expert Meeting on Renewable Energy on February 1-2, 2010 in Washington D.C., USA; 3rd Lead Author's Meeting for the IPCC Special Report on Renewable Energy Sources and Climate Change Mitigation on March 2-5, Oxford, UK.
b)Hosting the second preparatory meeting for the IPCC Working Group III
As a national secretariat of the IPCC Working Group III, we organized the second liaison group meeting to prepare for the AR5 (Chairman: Mr. Hisashi ISHITANI, Director, New Energy Promotion Council) on July 3, 2009, under the guidance from the Ministry of Economy, Trade and Industry, at the conference room of Japan Agency for Marine-Earth Science and Technology (JAMSTEC). Participants discussed and exchanged ideas on timeline for AR5 and the content of government submissions among other things.

(2) Policy Study Groups and Research on Trend of Major Countries Relating to climate Change

a) Hosting climate change policy workshops
  • The first meeting of the policy workshop
  • GISPRI hosted the first meeting of the policy workshop on December 3, 2009 at Kazan Conference Center to discuss how to apply sectoral approach and diffuse Japanese energy-saving technologies in a Post-Kyoto international architecture. We invited three eminent experts from CRA International and the Breakthrough Institute, both based in the US and brought together 19 Japanese participants including government, research institutes, industry and our staff researchers. The objective of the meeting was to identify what are actual conditions and challenges in implementing effective technology transfer and diffusion of energy-efficient technologies to developing countries by way of sector-specific approach, with a view to reaching an agreement on an international framework at COP 15. Based on the findings, participants also discussed a variety of institutional proposals to achieve the goal as well as financial mechanisms.
  • The second meeting of the policy workshop
  • GISPRI held the second meeting of the policy workshop on March 4, 2010 at Kasumigaseki Knowledge Square, Tokyo, to review COP 15 and address the international trend that had moved forward to achieving the Copenhagen Accord. We invited leading academics of international strategies from Pew Center, USA and gathered 15 Japanese participants from government, universities, research institutes, industry associations and our staff. They took stock of the result of COP 15 and considered strategies for COP 16, paying attention to general trends of the US climate policies.
b)Research on trend of major countries relating to climate change issues
GISPRI conducted a research on the movement of major states with regards to climate change issues. The research covered topics in the US such as: climate change legislation, Kerry-Boxer Climate Bill, American Clean Energy and Security Act, legislative strategy at the Congress, impacts to the industry, reactions of state governments and federal government in the United States. As in the case of Europe, GISPRI compiled reports of international carbon markets, the EU-wide carbon target and renewable energy target as well as individual emission reduction targets and renewable energy targets of Germany, France, and Spain by 2020.
